The first version of PCU software was created in 1984 by founder and lead estimator Guadalupe Ugarte to estimate and manage the construction costs of Cuzco International Airport in Peru, one of the country’s largest public-private partnership (“P3”) design-build infrastructure projects. This pioneering software was programmed entirely in BASIC with integration to LOTUS for data collection.
After redeveloping the PCU software in 1986, Guadalupe and her developers created and sold PCU along with databases of unit cost analyses in MS-DOS so that the process of assembling estimates for basic infrastructure could be completed faster.
Since that time, the master database was expanded to incorporate the resources and activities needed for niche sectors such as mining, water treatment, and railways. The software was rebuilt under the name PCUWIN and later, PCUWIN2000, with a new user interface and integrations with Microsoft Office applications and Microsoft Project scheduling software.
After relocating to Canada in 2004, Guadalupe has collaborated with numerous government, corporate, and consulting organizations across North America to produce cost estimates for everything from small commercial buildings to industrial mega-projects.

The software was rebuilt under the name PCUWIN and later, PCUWIN2000, with a new user interface and integrations with Microsoft Office applications and Microsoft Project scheduling software.
Now, over 30 years after creating the original PCU, PCU Corporation has developed PCU System, a cloud-based estimating and construction management platform designed to work for owners, investors, contractors, and consultants across a diverse range of industries and with any project contracting/execution strategy.

After an initial release of PCUWIN (for MS Windows and Office) in 1997, the improved PCUW2000 was released and sold to more than 600 governmental institutions and private companies.
After years rebuilding PCU from the ground up, development of the cloud-based version, PCU System, begins with database development for various industries and regions ongoing, in both Spanish and English.
